Some floor-preparation planning can begin before new concrete reaches 28 days, but that does not automatically make the slab ready for grinding, priming, levelling compound or finished flooring. On Sydney projects, the 28-day point is better treated as a technical hold point rather than a guaranteed flooring date. Concrete maturity, shrinkage, moisture, curing compounds, surface condition and the selected flooring system must still be verified before permanent preparation proceeds.

On a compressed Sydney construction programme, four weeks can look like unused time. The slab has been poured. Internal walls may already be progressing. Joinery dates are approaching. Flooring has been ordered. The project manager sees an uneven concrete surface and asks an apparently simple question: why not start preparing the floor now?

The answer depends on what "preparation" actually means.

Measuring the floor, establishing datum levels, documenting joints, checking thresholds, reviewing curing methods and planning the eventual commercial floor levelling sequence may be sensible well before day 28. Permanently altering a young slab by aggressive grinding, applying primers, installing bonded levelling compounds or locking in the finished flooring system is a different decision.

That distinction matters because 28 days represents an important concrete curing and strength-development convention, but it is not a universal certificate stating that every slab is dry, dimensionally settled and ready for every flooring product.

The 28-Day Number Is A Hold Point, Not A Finish-Line Certificate

Concrete does not switch from "uncured" to "cured" at midnight on day 28. Hydration, drying and dimensional movement occur over time, and the rate is influenced by the concrete mix, slab thickness, weather, ventilation, curing regime, building enclosure and site conditions.

The flooring industry nevertheless has good reason to use the 28-day period as a minimum reference. Manufacturer guidance commonly requires new concrete to be properly cured before bonded floor systems are installed. MAPEI's Australian technical guidance, for example, specifies a minimum 28-day cure for new concrete in relevant applications.

The practical mistake is interpreting that minimum period in either direction.

  • Before day 28: assuming the slab can automatically accept aggressive grinding or bonded levelling because it feels hard underfoot.
  • At day 28: assuming the slab is automatically dry enough for the final flooring system simply because four weeks have passed.

For project teams, the more useful question is not "has 28 days elapsed?" It is "what activities can safely occur at this stage, and what evidence is required before the next permanent layer is installed?"

Preparation Should Be Split Into Three Different Work Packages

Treating all floor preparation as one activity creates unnecessary programme risk. On new concrete, the scope is better divided into investigation, mechanical preparation and bonded preparation.

  • Before 28 days?: Often possible

  • Before 28 days?: Usually governed by product requirements
  • Key decision: Creates a permanent interface with the young concrete

This separation gives builders and owners something useful to do while the concrete develops without forcing the flooring contractor into premature installation.

What Can Productively Happen While The Slab Is Still Young?

Waiting for concrete to mature does not mean waiting for the project to move. A considerable amount of floor-delivery work can happen before the levelling compound is opened.

1. Establish the actual floor datum

A laser survey can identify high areas, low areas, transitions and the relationship between the slab and surrounding architectural elements. This information should be captured early because floor levels influence more than flooring.

They may affect:

  • sliding-door and balcony thresholds;
  • lift entries in commercial projects;
  • bathroom and tiled-area transitions;
  • kitchen joinery and appliance clearances;
  • door-leaf clearances;
  • skirting details;
  • floor-to-ceiling glazing;
  • stairs and landings;
  • finished floor levels between new and existing construction.

This is where early investigation can save time. The project team can calculate whether the eventual solution is likely to involve high-point reduction, local filling or broader levelling without prematurely modifying the slab.

2. Review joints and expected movement

Construction joints, control joints and visible cracking should be recorded rather than simply buried under the next material. New concrete can continue shrinking as it loses moisture, so cracks that are not visible during the first week may appear later.

Manufacturer surface-preparation guidance specifically warns against installing over green concrete where subsequent drying and shrinkage cracking can telegraph through underlayments.

3. Confirm what was placed on the concrete during curing

This is one of the more frequently overlooked handover questions.

If a membrane-forming curing compound, sealer or other treatment was applied after the concrete pour, the flooring contractor needs to know what it was. Some surface treatments must later be mechanically removed to achieve the profile required by primers, levelling compounds, adhesives or coatings.

The floor-preparation team therefore benefits from obtaining the pour records and curing-product information before arriving with grinders.

4. Decide the finished flooring system now

A slab cannot be meaningfully declared "flooring ready" without knowing what is going over it.

Engineered timber, resilient vinyl, carpet, epoxy, tile and floating flooring do not necessarily impose identical moisture, flatness, surface-profile or adhesive requirements.

The specification should therefore move backwards from the selected finish to the required substrate rather than asking the levelling contractor to create a generic smooth floor.

Why Premature Grinding Can Create A Programme Problem Rather Than Solve One

Grinding is often regarded as the fastest way to make visible progress because the change to the slab is immediate. High areas disappear and the floor starts looking prepared.

On a young slab, however, timing matters.

Mechanical preparation can remove laitance, contaminants, curing compounds and high points, but it can also remove a curing membrane earlier than intended or disturb a concrete surface that has not reached the condition assumed by the flooring system.

The issue should therefore be coordinated with the concrete contractor and the manufacturer of the intended floor-preparation system rather than decided purely by site availability.

When grinding eventually begins, it also becomes a NSW work health and safety issue. Grinding concrete is processing a crystalline silica substance. SafeWork NSW's crystalline-silica framework requires appropriate assessment and controls for processing activities, particularly where the work is assessed as high risk.

Sydney projects planning concrete grinding and silica controls therefore need to coordinate extraction, work-zone management and contractor documentation as part of the programme, not treat grinding as an informal gap-filling activity between trades.

A 28-Day-Old Slab Can Still Be Too Wet For Flooring

This is the second major scheduling trap.

Concrete curing and concrete drying are related, but they are not interchangeable concepts. Reaching the commonly referenced 28-day age does not prove that moisture conditions satisfy the final flooring specification.

AS 1884:2021, which deals with resilient sheet and tile installation practices, includes requirements for evaluating concrete subfloor moisture. Industry technical summaries of the current standard identify the in-situ relative-humidity probe method under ASTM F2170 as the normative moisture test for this purpose.

This has an important project-delivery consequence:

The calendar can establish age. It cannot establish internal slab moisture.

A slab poured 28 days ago may require further drying or a properly specified moisture-management solution before a moisture-sensitive finish is installed. Conversely, the project should not invent arbitrary waiting periods if documented testing and the complete manufacturer-approved flooring system support another compliant pathway.

The Sydney Programme Problem: The Floor Is Often On The Critical Path

In detached houses, a delayed floor may inconvenience the owner. In a Sydney apartment, retail fit-out, medical tenancy or commercial office, the consequences can spread through the entire programme.

Levelling can affect:

  • flooring installation;
  • joinery completion;
  • door installation and adjustment;
  • glass partition set-out;
  • final painting and skirting;
  • furniture delivery;
  • defect inspections;
  • tenancy commencement;
  • handover and occupation dates.

This explains why pressure develops to "get the floor done" before the substrate readiness decision has actually been made.

Cancelling a grinding or levelling mobilisation because the slab has not reached the required condition can therefore waste more than one trade day.

A Better Programme Uses Readiness Gates Instead Of A Single Date

A more reliable new-slab programme treats floor preparation as a series of acceptance gates.

  1. Pour information confirmed: identify pour date, slab design, curing method and any curing or sealing compounds.
  2. Floor finish confirmed: know whether the next system is timber, resilient flooring, tile, carpet, epoxy or another finish.
  3. Datum survey completed: identify high areas, low areas and interface constraints.
  4. Concrete maturity reviewed: confirm that the concrete has reached the age and condition required for the proposed mechanical or bonded preparation.
  5. Surface assessed: identify laitance, curing compounds, contamination, cracking and surface defects.
  6. Moisture requirements checked: test where required by the flooring system, relevant standard or manufacturer.
  7. Preparation system approved: nominate grinding profile, repairs, primer, moisture-management layer and levelling product as an integrated system.
  8. Levelling completed and handed over: verify flatness, cure conditions and readiness for the flooring contractor.

The approach prevents a common sequence failure in which the floor leveller is booked according to the concrete pour date even though no one has confirmed whether the substrate actually meets the next system's requirements.

Where Early Decisions Can Save Levelling Cost

Early surveying is also useful commercially.

An uneven slab does not automatically mean the entire floor should be raised with additional bags of levelling compound. If a small number of high areas are setting the required datum, controlled reduction of those areas may materially reduce levelling volume once grinding is appropriate.

  • estimated grinding areas;
  • average levelling depth;
  • likely compound volume;
  • threshold consequences;
  • door and joinery interfaces;
  • material delivery requirements;
  • crew size and pour sequence.

That gives the builder a cost and logistics plan without forcing an early application onto concrete that has not yet reached the required stage.

New Apartments Add A Strata Ownership Question

In NSW strata buildings, the concrete floor slab is commonly part of common property. NSW Government strata guidance identifies concrete floor slabs among the building elements generally maintained by the owners corporation, although the registered strata plan and scheme circumstances should always be checked.

This becomes particularly important if proposed floor preparation goes beyond light surface treatment and involves significant grinding, repair or alteration to the slab.

NSW Government guidance also identifies hard-flooring work as a form of renovation that may require approval under the scheme's renovation process. Owners should check their by-laws and obtain the appropriate approval before work begins.

Who Should Authorise Work Before Day 28?

The flooring contractor should not be required to make an isolated decision about a young structural slab where the proposed work may affect the concrete cure, structural surface or flooring warranty.

Depending on the project, the decision may need input from:

  • the builder or principal contractor;
  • the concrete contractor;
  • the structural engineer where structural implications exist;
  • the floor-preparation contractor;
  • the levelling-product manufacturer;
  • the flooring manufacturer or installer;
  • the superintendent or architect on commercial work;
  • the strata manager or owners corporation where approvals apply.

This is particularly important where someone proposes departing from the normal 28-day minimum referenced by the selected product system.

An accelerated programme should be supported by a documented system designed for that condition. It should not be based on an assumption that "the concrete looks dry".

Rapid-Cure Products Do Not Automatically Make The Concrete Slab Rapid-Cure

Another source of confusion is the increasing availability of rapid-setting levelling compounds and floor-preparation products.

A product being walkable after a few hours or ready to receive flooring quickly describes the performance of that product after it has been installed under the specified conditions. It does not automatically override the substrate-age requirement for the concrete beneath it.

The project must distinguish between:

  • how old the structural concrete is;
  • when that concrete may receive the selected preparation system;
  • how quickly the levelling product itself cures;
  • when the final floor covering can be installed.

Combining those four clocks into one "drying time" is how unrealistic construction programmes are created.

What A Floor-Readiness Handover Should Record

On larger residential and commercial projects, substrate readiness should be treated as a handover between trades.

  • Concrete pour date

  • Laser datum survey
  • Why it matters: Defines the actual levelling requirement
  • Joint and crack map

  • Moisture evidence where required
  • Why it matters: Separates concrete age from flooring moisture acceptance
  • Primer and leveller system
  • Why it matters: Confirms manufacturer compatibility
  • Final flooring specification
  • Why it matters: Defines the ultimate substrate requirements

This is particularly valuable on commercial Sydney fit-outs, where the floor-preparation contractor and finished-floor installer may be separate businesses working days apart.

The Cost Of Getting The Sequence Wrong

Starting permanent preparation too early can create costs that are difficult to see when the programme is being compressed.

Potential consequences include:

  • regrinding a surface that was prepared at the wrong stage;
  • cracks telegraphing through recently installed levelling compound;
  • primer or leveller bond problems;
  • flooring installation being rejected because moisture criteria are not met;
  • additional moisture-control work;
  • cancelled flooring crews;
  • rebooked lifts and loading zones;
  • delayed joinery or door installation;
  • manufacturer warranty disputes;
  • rectification after finishes have already been installed.

The financial comparison should therefore not be "wait versus work". It should be "planned preparation versus premature permanent work".

The Practical Position For Sydney Project Teams

There is productive work to do before a new slab reaches 28 days.

Survey the floor. Set the datum. Document joints. Identify the concrete curing method. Confirm the final floor. Review thresholds. Coordinate strata or building management requirements. Select the intended preparation system. Plan silica controls. Establish testing and handover responsibilities.

What should not happen is treating early access to the slab as automatic authorisation for every grinding, priming and levelling activity.

Likewise, reaching day 28 should trigger an assessment, not an automatic flooring installation.

For new concrete in Sydney, the strongest programme is one that uses the curing period to remove uncertainty so that, when the substrate is technically ready, the permanent floor-preparation work can proceed without another round of design decisions, variations or mobilisation delays.

In that sense, the 28-day period is not necessarily lost construction time. Properly managed, it is the planning window that determines whether the floor package starts once or starts twice.
